Need Help, 03 ZX6rr rev limiter

I am trying to figure out what controls the rev limit on a 2003 Zx6rr?

Its kind of a long story but here is my problem as short as I can put it:

I have a 03 Zx6rr (600). I have had it for about 3 years now, got it from a friend used, it is my first bike. A while back I noticed it was hitting the rev limiter at 14,500, never really paid it much attention at first. So I started researching and found out that the 636 redlines at about 14,500 but the 600 is suppose to be higher. So I talked to the guy I got it from to start and found out that it is a 600 motor but it may have some 636 parts on it also. So I started going through the whole bike. Changed the computer, injectors, and bought a power commander. Now when im riding it still redlines at 14,500 except every once in a while it will go to 16,000 and feel stronger than ever for a minute or so. So now I am really just trying to figure out what else could be causing this and what other parts are different between a 636 and 600?

Um, did the guy put a limit on it? Cuz my 636 revs up at 16 so idk what he told you?

The newer 636's do rev higher. The 2003 models only rev to 14,500.

03/04 Are the same. ZX6RR has the 600 engine and ZX6R has the 636 engine

yeah i have a 2003 636 and mine redlines at 15,500 , the rev limiter is controlled by the ecu and if you have changed it i don't know what else would cause it as it is an electronic limiter and if anything else was at fault it would flash up an FI code and probably wouldn't rev as high. I don't want to insult your intelligence but is it physically on the counter not hitting 15500 or is it when orange light starts flashing ?
