I just recently got a 2000 zx6r with 30k miles. I went out for a ride and a couple times when shifting into 4th gear it seemed to go neutral. Like the rpms just shot done, let out clutch and bike was not in gear. So I clicked up again and it went into 4th. It happend to me a couple times so i was just wondering if it was possible that I am not shifting hard enough or if something is wrong with my bike?!

Could be a shift fork in the transmission,
You could try adjusting the lever, to get better leverage with your toe.
Try adjusting it down just a bit.

chain tension seems to be fine. It has between 1 and 1.5 inch slack.

how slack is it when you are sat on the bike. Don't take this the wrong way but with 1"-1.5" of slack that may not be enough if you are a heavyweight.
i generally set my chain slack so that it is nearly touching the guard under the swing arm. then when i sit on it i know it won't be too tight.

if tightening the chain doesn't seem to fix it, you could have a false neutral.

^ lol that's exactly what it is. But whats causing it is the ??.
Bad shift fork, linkage or a too tight chain.??
Find the tightest spot on the chain check it just behind the side stand,
Lift up on it, does it touch the swingarm?
If not, Adjust it so it does.
