I just took off my rear caliper and in doing so I loosened the bleed valve to compress break losing some break fluid and when I put it back together and hit my rear break the pads aren't fully compressing and the right side rear break lever doesn't come back up. Could this be due to the fact that my break fluid is low? Its just above the low line.

You've got air in the system, top off the reservoir and bleed your rear brake.

Top off reservoir
Pump the pedal a few times, hold it down.
While holding the brake pedal depressed crack open the bleeder screw, let fluid and air squirt out, lock the screw, release the pedal, repeat.
Do so until the pedal feels firm again, keep your eye on the fluid level and take care not to put brake fluid on the bike, wash off any brake fluid you spilled on the painted surfaces with some water and soap immediately.

Use DOT4 fluid, you can use DOT3, but its got a lower temperature rating, don't track that bike with DOT3 in the system.
