Fuel Pump question

I can't seem to find the purpose or what this rubber cap is protecting. Long story short I got a new tank for my bike when I took the fuel pump out of the original tank this rubber cap (circled) was actually laying in the tank. The tab that attaches to the rail or whatever you want to call it became brittle/broke so the cap was not secured to the pump anymore. From google searches it looks like most of the time this cap off anyway, just wondering if it matters if its there or not. Thanks!
PS the photo attached isn't my pump, mine doesn't have that cap at the moment.

I am i the middle of changing out my fuel pump too. The original tank got smashed up pretty bad. Replacing the lock and the pump. The bike was sitting for maybe 5 yrs, gas was all cloudy, rusty and jus really bad. I saw the black plastic cap up on top, i figured to protect the delicate metal piece soldered to the wire coming over the top. Vibrations and gas slapping around. Idk, i got a new pump!!!

@Flipside808 , same here mine sat for 5 years, tank was all rusted, gunked up etc on the inside and I scored a brand new never used one on eBay for $128USD. I'd like to know what that is and if it really need covered... might have to go to my dealer. Don't want to get a new pump if its not necessary. I cleaned it etc so it functions fine.
